The DRTS as currently structured has four (4) divisions and ten (10) specialized units under the Director. The Directorate of Road Traffic Services as currently constituted performs the Motor Vehicle Administration and Traffic Control functions in FCT.

Everything you need to know about the FCT Public Transport Management Scheme (PTMS)![]()

(1) The Law![]()
![]()
A vehicle shall no longer be used on FCT Roads and Highways for public transport service except it is registered under a Licensed Operator as a Passenger Service Vehicle (PSV) or Goods Service Vehicle (GSV).![]()

(2) Objective of PTMS![]()

a - The schemes targets the use of innovative technology to regulate and manage public transportation to achieve harmonization of operations, efficiency, safety, professionalism and orderliness in the sector.![]()

b - To ensure the safety of passengers and drivers. ![]()
![]()
c - To ensure a leveled playing field for all players in the market.![]()
![]()
d - To ensure that public transport operators pay their fair share of taxes and levies and contribute to the local economy growth in the FCT. ![]()

(3) Hybrid Vehicle License![]()
![]()
All vehicles operating under e-hailing or ride-hailing services must apply for and obtain Hybrid Vehicle License and Hackney Permit.![]()

(4) Operators License![]()

Operator’s License means the Authority granted for the operation and Management of fleets of vehicles for the purpose of road transportation classified as Good Service Vehicle (GSV) and Passenger Service Vehicle (PSV)![]()

(5) Vehicle Colour Code![]()
![]()
All vehicles to be used under this scheme (except e-hailing services) must be painted to the appropriate operator colour with its code number by the 2 front doors.![]()

(6) Delivery Service Scheme![]()

a- All motorcycles to be used for dispatch service in the FCT must be minimum of 200cc capacity.![]()

b- All motorcycles to be used for this service must be duly registered by the DRTS with the specified regulation number plates for delivery services.![]()

c- All delivery motorcycles must carry a box and shall not be used for any purpose other than terms specified. ![]()
![]()
d- The company name or agency name must be boldly displayed on the delivery box. ![]()
![]()
e- On no condition should the motorcycle convey any other person apart from the Rider.![]()
![]()
PLEASE NOTE: Registration of dispatch motorcycles has been put on hold until further notice. ![]()

(7A) Drivers’ Certification![]()
![]()
✓ Any person willing to operate as a driver within the federal capital for hire or reward must meet the following criteria:![]()

a- Must be a licensed driver.![]()
![]()
b- Must register under the National Identity Management Scheme (NIMC) ![]()
![]()
c - Must undergo Mandatory annual FCT Drivers’ Certification Training programme. ![]()
![]()
d- Must posses FCT Driver's Certification Card (DCC). ![]()

(7B) Rider Certification![]()
![]()
✓ Any person willing to operate as a Rider within the FCT for hire or reward must meet the following criteria:![]()

a- Rider must be 18 years and above.![]()
![]()
b- Must have National Identity Number (NIN)![]()
![]()
c- must wear the right gear always when riding for protection purposes.![]()

(8) Goods Service Vehicle![]()
![]()
Under this scheme, all tow vehicles, recovery vehicles, vans, pick-up, tippers , trailers, and articulated vehicles operating in the FCT shall be regarded as Goods Service Vehicle (GSV).![]()

(9) Vehicle Certification![]()
![]()
All vehicles to be used under this scheme must undergo special inspection and vehicle certification process at any of the DRTS vehicle inspection center. ![]()
