MVA
This division shall perform the core functions of driver license issuance, vehicle inspection and vehicle registration. The Motor Vehicle Administration has the following sections/ unit and perform functions as listed below:
i. Central Motor Registry (CMR) – Manages all vehicle registration data including vehicle registration, renewal of vehicle license, documentation and licensing.
ii. Drivers Training and Testing (DTT) – The DTT unit is responsible with testing of knowledge, skills and vision of would-be drivers.
iii. Motor Vehicle Inspection (MVI) – The MVI coordinates all activities relating to vehicle road worthiness inspection in the Directorate which includes:
a. Pre-registration road worthiness inspection.
b. Annual vehicle road worthiness inspection.
c. Routine vehicle road worthiness inspection.
d. Accident inspection for the purpose of court proceeding and before repair is done.
e. Special inspection for the purpose of making decisions on insurance claims.
f. Vehicle inspection for the purpose of boarding or disposal.
TRAFFIC MANAGEMENT
This division which has all zonal commands under it coordinates all compliance enforcement activities and is responsible for the following:
a) Define well understood roles and responsibilities for traffic management in the city.
b) Develop effective traffic management strategies.
c) Determine clear and consistent traffic management requirements.
d) Provide effective tools for evaluating Traffic Management Plans.
e) Ensure proper management of ongoing changes within the city.
f) Deployment of equipment and personnel for effective traffic management in the city.
g) Rapid response to traffic bottlenecks as reported from call center or any other source.
h) City surveillance to identify black spots and deployment requirements.
i) Working with construction companies towards effective traffic management at construction sites.
j) Working with Development Control Department to ensure provision of enough parking during building construction.
k) Enforcement of high occupancy vehicle preference on BRT lane.
l) Enforcement of proper vehicle parking within the city.
m) Coordination of personnel deployment for traffic management
OPERATIONS
The mandate of the operations division is the enforcement/ sensitization of the road users in the FCT on the general safe usage of the highways and trade that are related to traffic management and control as enshrined in the cap 548, Abuja laws of the federation 1990 and FCT Road Transport Regulation as gazetted.
Specifically, the division is involved in the following duties among others,
i. Presidential movement and special/ ceremonies that generate traffic.
ii. Traffic Enforcement and sensitization.
iii. Evacuating break down vehicles.
iv. Enforcement on the ban of motor cycles (Okada).
v. Enforcing total compliance on tricycle restriction.
COMMERCIAL
This division is saddled with the financial accounting system of the DRTS and keep records of all revenue generating transactions in the organization on a day to day basis. Other functions the commercial division performs include:
i. Coordination of all revenue generating activities of the Directorate.
ii. Management of financial accounts of the Directorate.
iii. Provide business direction for the Directorate.
iv. Rendering of monthly revenue accounts.
v. Liaise between the Directorate and FCTA Department of Treasury in movement of revenue to treasury account.
vi. Monitoring of all budgetary allocation and payments from FCTA Treasury.
vii. Monitoring evaluating and ensure effective implementation of PPP revenue generating project.
MVA DEPERTMENT

iii. Motor Vehicle Inspection (MVI) – The MVI coordinates all activities relating to vehicle road worthiness inspection in the Directorate which includes:
a. Pre-registration road worthiness inspection.
b. Annual vehicle road worthiness inspection.
c. Routine vehicle road worthiness inspection.
d. Accident inspection for the purpose of court proceeding and before repair is done.
e. Special inspection for the purpose of making decisions on insurance claims.
f. Vehicle inspection for the purpose of boarding or disposal.
TRAFFIC MANAGEMENT DEPERTMENT
This division which has all zonal commands under it coordinates all compliance enforcement activities and is responsible for the following:
i. Highway and street patrols to enforce relevant traffic laws and regulations,
ii. Enforce transport policy programs of the FCT Administration.
iii. Perform ad-hoc work as the need may arise in the Territory.
